Spm fails mispm11tcp and mispmtcp are no services

Symptom
SPM Service is unable to start and well as Lictools. Below are some symptoms that might occur:
Running spmstat you get the following error:
SPM_FATAL ERROR <xsi> at date / Time : mi-spm11/tcp and mi-spm/tcp: are no services
If you try to telnet into mi-spm you get:
Can't connect to host on port 23
You see the following in the event viewer when the mi-ray service is trying to start:
getservbyname: The requested name is valid and was found in the database, but it does not have the correct associated data being resolved for.
This can also effect connections that are listed on your hosts file as well as prevent XSI from obtaining a license.
Cause
It is possible that some changes were made to your TCP/IP network settings by you or by another application.
Solution
Uninstall Windows Networking Components:
- Right-click on My Network Places and select Properties
- Right-click on Local Area Connection and select Properties
- Uninstall all Components (i.e, Client for Microsoft Networks,TCP/IP, etc.)
- Reboot.
- Reinstall Client for Microsoft Networks as well as TCP/IP.
