The Server ID of this license server is identical to the Server ID of the license server where you initiated the Panic process.

Symptoms:
When attempting to generate Panic licenses, you get the message above. This happens because you cannot generate Panic licenses on a license server that has the same Server ID as the original license server. Essentially, you are using the same computer.
Solution:
Use another computer to act as your temporary backup license server. Install the license manager software and assign the Panic licenses to that backup computer.
If you only have one computer and you are using a dongle (Server Type=SI0), change your Server Type to SLP before initiating the Panic process.
